The FCARC is holding ham exams Saturday, March 26, 2022 at Maplewood Middle School, 1600 Midway Road, Menasha, 54952.

Pre-registration is preferred but walk-ins will be allowed. Those that pre-register will be tested first.

We will continue to practice our Covid-19 virus protocol by maintaining safe distancing and highly recommend the use of a mask. If you are feeling sick, have a fever, or have been in contact with someone who has tested positive for Covid, STAY HOME! Test areas will be marked and sanitized between each use.

The November exam will be held at the FCARC Ham Fest in November.

Ham Exams will be held during the FCARC Hamfest Sunday, November 7, 2021 at the Starlite Club, Hwy 55 and County JJ north of Kaukauna. Registration begins at 9 am.

Reminder: New License Requirements

The FCC now requires a FCC Registration Number on the license application. A SSN is no longer accepted. FRN's are free and can be obtained from the FCC website at https://apps.fcc.gov/coresWeb/publicHome.do.

An email address is now required as well. Applications will not be processed without one.

The FCC also announced there will be a fee of $35 for all future applications and renewals. They have not announced when it will go into effect and will give a 30 day notice when it does. The application fee is not part of the testing fee which continues to be $15. Change of mailing address and email addresses will not be charged the $35.

FCC No Longer Accepts SSN On License Application.

The FCC announced Amateur Radio License applications now require a Federal Registration Number. A Social Security number will not be accepted. If you are licensed then you already have a FRN. It's on your license.

Do you need to have a license to apply for a FRN? No, Any US citizen can apply for a FRN. It's required to do business with the FCC.

An FRN is easy to get from the FCC.gov website:

https://apps.fcc.gov/coresWeb/publicHome.do

Follow the directions on the webpage. Fill out the application online, submit, and an FRN will be assigned to you.

If you are planning on getting your Amateur Radio License soon then apply for your FRN as soon as possible. You will need it when you take your exam.

It is with regrets that I report the passing of Gary Keating, ND9Z. Gary was a long time member of the FCARC VE Team. He was with the team since its concept and had 154 exam sessions logged. Gary was a member of the Green Bay Mic and Key Club. He was 66 years old.

146.76 Repeater is back!

I am pleased to announce the 146.76 repeater is back on the air and is working well.
Huge thanks to Andy, AJ9L, and Mike, WI9MMM, for taking time off from their jobs to be at the site for testing and turning the repeater back on when the tower crew finished. It's great to have it back!

Also an important reminder....

During severe weather warnings issued by the National Weather Service in Green Bay the severe weather net control operator will use the 146.76 repeater to collect reports from the county liaisons in the Green Bay service area. Individual spotter reports should be made to the repeaters assigned for that purpose in each county. Please respect the net operations during such events.

Ham Exams Update

The FCARC Ham Exams will remain on hiatus until we can conduct them in a safe and fair manner. Our VE team will
look for guidance from the ARRL VEC on how we can make this happen. I know the waiting can be difficult for those of you who have studied for a ham license and are ready to test. I will post updates on this website as each future test date approaches. Hopefully we can keep our next scheduled session in May if permitted by the government and can be done safely.

This following is the latest from our Volunteer Exam Coordinator, the ARRL:

To All ARRL Members and ARRL VEC accredited Volunteer Examiners:

We know many examiners have canceled Amateur Radio License exam sessions to meet the requirements and recommendations of national and local government and health officials. The health and safety of examinees and our Volunteer Examiners is first and foremost in any decision-making process. ARRL VEC does not offer video supervised online Amateur Radio licensing exams at the present time. However, we know some VE Teams are exploring alternative formats on a local basis. Please continue to use ARRL’s License Exam Search to find scheduled exam sessions in your area and verify with the local exam team that the session is still being held. Please visit www.arrl.org/exam.

ARRL VEC is continuing to process license examination materials received from Volunteer Examiners who have completed exam sessions although under the circumstances there are some delays. For qualified examinees, ARRL VEC forwards electronically all required data to the FCC.

We understand there are examination candidates who continue their studies toward new Amateur Radio Licenses and license upgrades. We also know some will be frustrated that, at this time, ARRL VEC does not offer online licensing exams. Amateur radio is not alone in this challenge, though.

While each of us continues to respond to the immediate evolving crisis, we also know that we must keep an eye to our future. Throughout its decades of service, the VEC system has served the FCC as a shining example of the successes of a privatized system. The ARRL VEC and our Volunteer Examiners are recognized throughout the Amateur Radio Service for our integrity and efficiency. Adapting our all-volunteer license examination administration will be a challenge, but one we are committed to undertake in order to advance the program and improve service.

While we face unprecedented challenges, opportunities also await. We are grateful to support radio amateurs in our common pursuit of skill, service, and discovery. ARRL and ARRL VEC remain steadfast in serving you. We will provide updates as they become available.

With an abundance of caution the FCARC VE Team has cancelled the ham exams on March 21, 2020 in Menasha due to the fast spreading Covid-19 virus.

Please alert anybody you may know that was planning on testing that day.

FCARC Ham Exams January 25, 2020

FCARC's first exam of 2020 will be held Saturday, January 25 at a new location, Maplewood Middle School, 1600 Midway Road, Menasha 54952. The room is on the SE corner of the building, door 17.
Walk ins are welcomed. Preregistration is not necessary. Registration begins at 8 am and ends at 9 am. Late arrivals can not be accommodated. A government issued pictured ID Is required. Please see the ARRL.org website, license information, for other forms of acceptable ID. The application requires your SSA number OR a Federal Registration Number. FRN's call be obtained free of charge on the FCC.gov website in the ULS section.
Important! If you will be upgrading you must provide a copy of your current license to be attached to your application. Cell phones must be silenced and put away during exams. Non cell phone calculators are permitted. Programable calculator memories must be cleared and are subject to examination by a VE.
Cost of the exams are set by our VEC, the ARRL, at $15 and is non-refundable. If you fail an exam you may take another version, time permitting, but you will be charged another $15. If you are successful you may take the next element during that session with no addition charge.

The Extra exam will be updated this year. We will begin using the new versions after June 30, 2020.

The 146.760 repeater is off the air.

by:

The 146.760 repeater has been turned off due to high SWR from the antenna. The state will not allow us access to the tower until a new lease agreement is in place.. We are waiting for them to send it to us for Board approval. Until then the repeater will be left off to prevent damage.

FCARC VE Testing for 2020

Race the Lake Event

The Fond Du Lac County ARES group has been given permission to use the 146.76 Repeater for the annual Race The Lake event, August 25, 2019 from 5 am to 3 pm. Unless you are providing communications for this event avoid using the 146.76 repeater during that time.

The 145.33 repeater will be operating analog and digital during that event for your communications needs. Other available area repeaters are 443.65,and 442.175 both 100.0 Hz CTCSS.

Government Shutdown Affecting Ham Licensing

The following is from the ARRL:

The FCC CORES registration system is one of the few systems that remains available to the public and is not affected by the shutdown. Applicants can still register in CORES and be assigned an FCC Registration Number (FRN). https://apps.fcc.gov/coresWeb/publicHome.do

Additionally, information included in the FCC public notice outlined how licenses that will expire while the FCC is closed will be handled. If a license has just expired or is about to expire, the ham can file the renewal application and continue to operate while the FCC is closed. The filed application will remain in limbo until the FCC is back to work. If the Amateur waits until the FCC reopens, then they will have two days to submit the renewal before their license is considered expired in the FCC database.

The FCC public notice did not specifically address licenses that had expired and were near the end of the 2-year grace period other than to state, “We are not automatically extending the deadlines, but we will consider whether it is appropriate to do so once normal operations resume.”

The important part here is if your license is about to expire renew it now! Don't wait for the government to get back to work to do so.

Also affected is the processing of new license applications. The FCARC will continue with its VE testing sessions but the submitted applications will be in limbo until the FCC gets back to work. Our next VE session will be Saturday, January 26. Lets hope the government will be back to work by then.

Unless you are part of the event please avoid using the repeater during their net. Optional area repeaters are 145.330, which will be in analog and Fusion digital mode on Sunday. 443.650, 442.175, 224.500 repeaters are available as well.

As always, the Weather Service in Green Bay has priority during severe weather events.

Repeater Changes

There has been a couple of changes made to the 146.76 and 145.33 repeaters.
Both have been updated to DR-2X Yaesu System Fusion. The reason is it will give greater remote control of both systems.

The Repeater Committee recently proposed that the 145.33 repeater be operated in Fusion digital only to promote the technology. The FCARC Board agreed and it was voted on during the March meeting.

The Committee put a condition on going all digital though. The 145.33 repeater is used for a couple Walk events and a SSTV net. It would be in the best interest of all participants in those events that the repeater be in FM analog mode. The DR-2X allows us to switch between the two modes remotely. It will also be put in FM mode during any emergency event. The repeater will be put back in Fixed Digital mode as soon as any event ends.

There are seven members that make up the Repeater Committee who also serve as control operators. They have the codes and procedures necessary to make the change. I'll list those members at the end of this article.

The 146.76 repeater will continue to transmit in Fixed FM analog only but will allow a Fusion Digital signal or FM analog to be received. I stress though that no matter what mode is received by the repeater it will transmit out in FM only.

Because of the control capability of the DR-2X the external controller was removed and as a result the voice ID was eliminated. ID is 20WPM CW - W9ZL/R.

The repeaters have dual receivers and one transmitter. The second receiver will act as the control and downtown receive site receiver. Yes, the downtown Appleton remote receiver is still operating on 146.76 MHz with a CTCSS of 107.2 Hz. The main site is 100.0 Hz.

James Wierzba, WB9OJE - SK

It is with great sadness that I report the passing of Jim Wierzba, WB9OJE.

James W. Wierzba, age 68, of Appleton, passed away on August 26, 2017. He was born July 30, 1949 in Milwaukee, son of the late Joe and Ceil (Borlik) Wierzba. Jim was a proud veteran, having served in the U.S. Army. He enjoyed Ham Radio and spending time “up north”. He was a friend of Bill W.

Jim is survived by his sister, Kathy (Tom) Wallace; niece Kristy (Jason) Kolpack; nephew Tom (Kristin) Wallace; and other relatives and friends.

A memorial service will be held for Jim at 11:30 a.m. on Saturday, September 2, 2017 at WICHMANN FUNERAL HOME-TRI COUNTY CHAPEL, 1592 S. Oneida St. Menasha, 54952. There will be a time of visitation from 10 a.m. until the time of service. Online condolences may be expressed at www.wichmannfargo.com.

Our VEC, the ARRL, sets the fee at $15 cash or check. Checks are to be made out to the ARRL. A failed exam can be retaken, time permitting, but you will be charged another $15.
Cell phone use is not permitted during the exam and must be turned off or silenced. Calculators are allowed but programmable calculator memories must be cleared. A VE will inspect all calculators.
Successful first license candidates will receive a one year membership to the FCARC. Ask a volunteer examiner for an application.

The next FCARC VE Exam will be Saturday, March 25, 2017 at Fox Valley Technical College, 1825 N. Bluemound Drive, Appleton, 54912-2277.
The room number is B142 and the closest entrance is door 12 located on the west side of the building. You can view a floor plan of the College at the following website.

January 28, 2017 will be the first VE test of the new year.

The exams are held at the Fox Valley Technical College, 1825 N. Bluemound Drive, Appleton, WI 54912-2277. FVTC is located near Interstate 41 and Northland Ave.(county highway OO). Walk-ins are welcome.

Ham Exams at the FCARC Swapfest

Ham exams will be available at the FCARC Swapfest held at Monarch Gardens in Appleton, November 6, 2016.

Registration begins at 9:00 am and ends at 10:00 am in the lower level. A pictured I.D. is required. Cost of the exam is $15.00 (set by the ARRL VEC) cash or a check made out to "ARRL VEC". If you are taking an exam to upgrade you must provide a copy of your current license. Calculators are permitted but cellphones must be silenced or off and put away.

Successful first time examinees will qualify for a free one year membership to the Fox Cities Amateur Radio Club. Ask a Volunteer Examiner for an application.
